Coherent enough. I also don't feel sorry for him because it is his job to take the heat. He has given the impression that he lacks compassion, which I don't think is true, I think he is deeply affected by what has happened to these people.
The problem is the Democratic machine is got their front up and everyone is saying the party line of it is GWB fault. Have you noticed that even though there definately is some state and local issue with this, GWB is not pointing fingers at them. The media is pointing at them, people are pointing at them but GWB is not and he could as there is a lot remiss.
I think the scope of this disaster will show it is the largest single disaster FEMA has ever had to deal with. It takes TIME to help 100,000+ people, and it will continue to take time. You cannot set up food and housing for that vast number overnight, it just belies reasoning to think you can. Fema under Clinton's administration did not even get into Charleston after Hugo for a month. So either that was Clinton's fault, or Fema's fault, or just the fact that these situations are darn hard to deal with.
