Upper body question

Okay, so I need to bulk up my shoulders as well as gain strength (they are my weakest) but I don't want to gain any size in my arms. I have the fat arm small shoulder syndrome. I've been told that I shouldn't train my arms anymore, and just stay heavy w/ the shoulders. I've also been told to stick w/ body weight exercise like push-ups and pull-ups. I'm confused!! It seems odd to completely leave out the arms all together. Any thoughts?
 
why should u not train your arms which i guess u meen everything but shoulders? push ups and pull ups are mostly for the back but do work the whole upper body. shoulders are involved in most upperbody exercise. start with light weight doing shoulders then gradually increase

You have to work your arms, you just don't need to do a lot of exercises if you are afraid they will get too bulky. Stick with light weights, high reps. With shoulders, hit them maybe twice a week giving them at least three days in between. That should bring them up. Do exercises such as:

Overhead Dumbbell Presses
Upright Rows (wide grip)
Lateral Raise
Bent Over Lateral Raise
Front Raise

With the first two exercises, go as heavy as you can for about 6 reps. Do 3 sets with 1 min. rest between each set. Then do 2 sets of 12 reps with 1 min. rest.

With the last three exercises, do 3 sets of 12 reps with 1 min. rest.

Use three exercises each time you train shoulders. See how this works out for you.
