speaking of Ebay scammers...

I bought two seasons of a TV show from a seller who had perfect feedback. I've also bought from them before so I wasn't worried at all. I waited over a month to even ask where it is. They didn't respond. Then I check their feedback and there is about 4 pages of negative feedback of others not recieving their items nor responding to emails. I filed with Ebay and with Paypal. I've only had this happen once and it was over something that was only $20. The other person was an obvious scammer like this too but paypal DIDN'T get my money back even though they knew I was right. The same thing had happened with the many negatives etc. SO I'm really nervous now I won't get my money back. This time it was $65. ugh. :( Just had to vent somewhere. This seller had been on ebay a long time and had good feedback. I don't know what went wrong.. but I'm super upset.
 
Jess - I have never had a problem getting money back through paypal. I hope they come through for your too. They are good about getting the sellers to decide to send your product. If that fails, they should cover you. On the auction page, does it say "Paypal protection"? If so, you should definitely either get the programs or your $65 back. Good luck!
 
ALWAYS shop with a credit card (not debit) on eBay. Paypal will refund your money if you file within 45 days. After 45 day you can call your credit card company and file a claim with them.
The FTC gives online merchants 30 days to deliver goods. After 30 days they have to refund your money.
 
No matter how you paid, though, paypal should cover you. I agree that the use of a credit card is added insurance, and that is the only way I pay through paypal b/c of that, but they will still cover you as long it shows on the auction page.
 
Well I'm wondering what happened with the last deal then? they tried and couldn't get my money back. I think they planned it deliberately and once they made the amount they wanted they withdrew the money and closed the account they were using or something.
What bothers me is this seller now has about 4 pages of pure negative feedback and before this was 100% for a long time.
well see how it pans out.
 
Jess - maybe the other seller wasn't covered by paypal protection? They should definitely cover you otherwise. Good luck!!
 
If your debit card has a mastercard/visa logo on it, you may have the same charge back rights. It depends on the issuing bank.

Paypal should give you a refund, but don't wait. File the claim NOW and do not close the claim until you have a full refund.

I must warn you of a loop hole with Paypal's protection policy. If you file a "item not received" claim and the seller ships you something during the claims process, Paypal will not allow you to change the claim to "Item significantly not as described" You can only file one claim per transaction.

Here's the loop hole....
Paypal gives the seller 10 days to provide online proof that you received something. If they can prove you received something, the seller wins the claim.

Here is what sucks.....the seller could send you an empty box and provide Paypal with shipping proof. At that point, you can't change your claim and you will not receive a refund. This is where a credit card can save you.

What I would do if I were you. Once you file a item not received claim....Refuse anything the seller sends you. Since it has been 30 days, by FTC law, you have the right to refuse delivery. Make sure you let Paypal know that you are refusing delivery on anything shipped after the claim was filed. Paypal will abide by FTC law.

The seller is already in violation of his/her seller's protection through Paypal. Paypal requires sellers to ship within 14 days.
 
ugh. I did file a dispute on Ebay. I also filed a claim with Paypal. The seller is completely ignoring me as well as everyone else leaving neg feedback. My card does have the mastercard logo. but I never use it as credit. I'm not sure what I can do about it. I'll try to call my bank. thanks for the advice. :)
 
Fit44 - wow- I had no idea. Thanks for that info! Sounds like you have been there, done that. I am going to keep that in mind next time I have a problem - hoping there is not next time...
 
Yes, I had a seller ignore me for over a month. The item cost me over $300.

I didn't know what to do so I logged into eBay community to ask for help. The seller did send a box AFTER I filed a claim. The community warned me not to accept what the seller mailed. I called Paypal and told them I was refusing delivery and they agreed it was in my best interest.
I learned so much from that forum!

If you shop eBay and use Paypal, it's important to know your rights as a consumer and how to protect yourself.
 
I was scammed a few years ago on a Turbo Jam video.

I was the naive and stupid one, because this seller was *new* and didn't have any feedback yet.

Anyhow, they ended up being phony, they were kicked off of ebay.

Paypal would NOT refund my money, though. I think because it was below a certain amount.

I did have , at that time, my Paypal hooked up through my credit card, and the credit card company DID refund my money.

So I agree with using a CC . Paypal sucks, IMO...

At one time Paypal charged a $25 fee for any claim filed. That has changed in the past year or so. Now, there is no charge. As long as the seller has buyer protection for the amount of your purchase, and the claim is filed within 45 days, you will get a full refund.

Pay attention to the buyer's coverage. They either have $200 coverage or up to $2,000.
Don't buy anything over $200 if the seller doesn't carry enough coverage. You will only get the amount that is covered.

I think PayPal's one claim per item is a terrible loop hole and most people are unaware of it. Scammers know the loop holes. :-(
