I agree. What's the difference between this and her stealing $15 from your purse? (This is a girl? Are you sure her boyfriend isn't over watching this?).
I really think you should bring this up. First, you have to verify that she is the one doing it, and nothing else is going on (and you can approach it that way).
Second, maybe for some stupid reason, she doesn't know that you have to pay for it??? Once she's informed, and told that if it happens again, you will deduct the bill from her pay, she probably won't do it again. You would hope!
It may be awkward to bring this up, but I think it's something that should be done. And once it's brought up, it's over. If you don't bring it up, the situation will continue as-is (what reason would there be to change?) or, if you put a code on the TV, then she'll know that you found out, be embarassed, etc. but it would be a 'behind-the-back" kind of thing rather than a straight-forward confrontation, which is actually easier to handle in the long-run.
If she's bored, maybe you could make sure that there are some DVD's around for her to watch.
