This is not difinitive, and there are probably more, but:
NO step:
Kick max
Kick punch, crunch,
Cardio Kicks
Mostly no step:
Drill max: Only uses the step a little
Maximum Intensity Cardio: this has a killer hi lo portion
I am not sure about this one, but I don't think Bootcamp uses the step that much. I haven't got the workout, but the bits of it that are on the terminator don't use a step.
Parts of the 4 days split series don't either
Any of the kickbox. My fav is 4 day split's kickbox...but you have to buy all 4 workouts and there are 2 step routines, but it also has a bootcamp style workout w/o step.
Autumn
