I was going to get a dumbbell rack but didn't because i would till have the heavier weights on the bottom. So, it is safe to keep them on the top row? I worried the rack would tip over. Thanks,

If you can afford it, see if you can find a commercial grade rack for your dumbells. Its best to keep the heavier ones on the lower rack because you won't want to hoist these up and its easier to take heavier dumbells off the lower rack also.
The lower rack on mine holds 40's and up without any problem, but it is a commercial grade rack and I'd look on Craigslist too. Bodysolid makes a good one.
