I agree that you should stop doing her work. If she can't do it herself, and that means you can't get your job done on time, well...there's one write-up (or whatever you call it in your situation). Making $65,000 per year means she should be able to spin gold from paper shreddings! She should be the Creme de la creme of secretaries! I don't care what state you're in, $65,000 is what they pay the super-duper Assistants (you know, the ones with a big red S on their chest). I should know, I am an Executive Assistant, and I'm appalled that I make about half what your abomination makes and yet she's getting paid the big bucks! What a disgrace.
So, document, document, document, and write-up, write-up, write-up, and build a file so large she won't have a leg to stand on...just so long as you discuss the issues with her and get her signature on the forms. NOTE: My company actually developed an incident form, and when someone does something "bad", an "Incident" gets written up with when it happened, what happened, who was involved, how the action impacted others or the company, and what corrective action needs to be taken by the employee, and then at the bottom there's a place for the employee to sign and date that they've been coached through the incident, a place for the manager to sign, and a place for HR to sign. All three parties are included in the coaching / discussion so there won't be a he said/she said dilemma later. And if the same incident occurs again, there's a place on the form where it can be noted that this is the second or third discussion on this topic. We have a three strikes and you're out rule at my company.
Maybe that will make things a little more tolerable or stir up eventual change until you can find a new job.
