I would do a warm-up (consisting of movement to raise the body temperature--indicated by beginning to sweat--and some gradually-increasing ROM moves to get synovial fluid moving in the joints). Then starting with the largest muscles groups to smallest, do a 1RM test for all exercises, with about a 3-minute recovery time between exercises/body parts (I assume one does a 1RM test for just main exercises for each body part: ie: bench press for chest, straight bicep curls for biceps, etc.).
After you're done testing your 1RM, you could do a weight workout or cardio workout, IMO.
