I used to live in a non-air-conditioned appartment. Sometimes, I'd be sweating just sitting watching a movie!
Now, I do have airconditionning, but I don't keep it very low (when it's really hot outside, I keep the AC at 80 degrees, when it's cooler out, around 72-76).
If you can get some cooling neck wraps (they are like bandanas with some kind of gel in them, and you either wet them or put them in the freezer or fridge and they stay cool for quite a while. Wrap them around your neck to hit the carotid artery, which will help cool down the entire body.
A fan can help as well.
Definitely don't work out in the peak heat periods of the day: either early or late is best.
I think one does adapt to heat: I'm going through a series of high-infrared saunas, and every time I go, it feels less hot. I'm up to 140 degrees now, but it doesn't really seem that hot.
