Weight training and feet moving

I have a question regarding lifting weights and keeping your feet moving. Is there any benefit to "step touching" or "heels forward" while doing bicep curls, front raises, etc. with a body bar or dumbells? Why would an instructor do this? It seem to me that moving while lifting would cause unnecessary strain on the back. I have not found any information on-line and need your help.

I cannot anwser for others however, if I do this movement, I make sure we are using light weight. I also usually do this movement when I am mixing strength with cardio. This lower body movement helps to keep the blood circulating while coming out of a cardio segment.
