under-develped inner 'quad'

Hi Cathe,
I am relatively new to your workouts, I do PowerMax regularly and love it - looking to buy more of your videos.
I have been stepping for 10 years and never had problems with my knees/legs. Last summer, I started jogging - probably too much too soon, and ended up having leg pain. When I consulted a physiotherapist, it appeared that my inner quad muscle was weaker than the outer muscle, and was the cause of the discomfort (a tight/tingly, sometimes itchy feeling in the knee/shin area). They suggested a couple of different exercises to try to strengthen the inner 'quad' area, but it is now 8 months later, and the feeling is still there. I stopped jogging but still do step because it's not making the pain any worse. Any suggestions on strengthening the 'inner quad' area - and do you think stepping would make the problem worse?
Also, my left leg/thigh/hip measures bigger than my right - I can even feel this in the way my clothes fit. Is there any way to 'balance' out the size (maybe by using one leg more while doing the basic move in step?)
