What is the difference between a binding resolution and a non-bidnging resolution?

What would be the difference if congress agreed to one and not the other?

A binding resolution requires the action specified in the resolution.

A non-binding resolution is more like a statement or position taken on an issue & doesn't require any action. More like it "suggests" or "recommends" an action.
