SNM: Will Worldwide free shipping end on 31st July

Please can you tell me if the free Worldwide shipping offer ends on July 31st? I really need to know this and also the answer to my other question about if the presale prices will go up then. I don't know if I will have the money by the 31st and if the prices go up after that & the shipping offer ends, I don't know if I will be able to get Cathe's new series.

I know you've been busy this weekend but I really would appreciate an answer, as the 31st is fast approaching.
