PHA training considered weight or metabolic

Would you consider PHA training (1st video) a weight or a metabolic workout? Trying to work it into my rotation and am not quite sure how to schedule it

I consider it a metabolic workout when making my own rotations. But considering how a person plans to use it, it could be considered a weight workout, with an endurance or toning focus.
