You may want to check out Victoria's Secret. They have lots of nice casual pants and their sizes are pretty good plus most of the pants come in 3 lengths. I wear a 0 in all their stuff but even though I'm short at 5'2" my inseam is a little longer so I get the regular 32" inseam length. I just bought the most fabulous pair of jeans from them, they are the Ultra Relaxed London Jean. Perfect! They fit nice in the waist but are comfy, NOT baggy, in the hips and thighs and still look good on your rear.

I think it is because the size 5 is juniors. The 2/4 is misses which makes them bigger even though the number is smaller. This is not new. Misses clothes have always been made bigger than juniors. Unless things have changed, normally the odd numbers are junior sizes and the even numbers are misses. With the exception of zero.
