no gain in shoulders...

Cathe, I posted this in the STS forum as well. I can't seem to get above 9 pounds in the lateral raises and side raises on the ball. My muscle give out about rep #10 and it's a definite struggle to finish the set. Is it better to go lighter and finish the set? or go as far as I can with the heavier weight? I honestly do not see myself everlifiting more than 10 pounds on these exercises:( Any suggestions? Kay Thank you!
