How not to be bulky and Weight Training DVDs with the least equipments

Hi,

Here I am again asking for advice from Cathe and everyone :)

1.I've been using Cathe's Power Hour (not very frequent), PS (most of the time), and SH (a lot) for weight training. I also do cardio many times a week. I can see some muscles now but my upper arms seem bulky. Is that because I use heavier weights? What adjustments should I try? I would like to tone up but want to look lean not bulky. I'm 5' tall and 110 lbs.

2.I'm looking for more weight training DVDs with only dumbells and barbells (which I don't have but I'll sub them with dumbells). I have a step and I can get a tension resistance band if need to. This might not be possible but any suggestions?
