Post a "Quick Reply"?

Whenever I click on "Post Reply" and the "Quick Reply" box is at the bottom it's all greyed out and I can type in it. How do you use it?

On the bottom right of a post are 3 icons: "Quote," "Off," and this guy:

Click on that third icon, and that should take you to the Quick Reply box. Hope that works!
