Gym scale

My gym has a Health-O-Meter doctor's scale, and I've noticed something weird about it: it doesn't just balance on one number, it balances on about 3 different numbers. Has anyone else had this experience or is there something weird about this scale? I'm never really sure what I weigh.

I kinda figured no one else had experienced this. Such a weird thing. I think I'm better off not knowing. I'll just assume the lowest number is correct.
