The two that I buy from repeatedly are: Wellington fragrance company and Fragrance Buddy. They have gift certificates. They have good prices and consistent high quality EOs and FOs.
I prefer to use FOs in soaps because they are safer than EOs. I've tested >500 different samples from more than 15 companies over a period of few years with focus on cold process soap. Soaping is a "necessary" hobby for me because I can't use commercial soap. I don't sell.
