Beginner Rotation

I have a question about the thread by Cathe on Beginner rotation. Hopefully somebody is familiar with this beginner schedule. On week 1,2 & 3 Monday- Says to do Basic Step with hand weight add on. On the add ons there is tubing with handweights. It looks like you alternate with it. So, do I rest when its tubing or do I do weights with it?
 
I think it means to do the whole thing with the hand weights, but I alternated with the weights and tubing (like Cathe does in the workout). I wasn't a beginner, just a beginner to Cathe.

If you are a beginner exerciser, you might want to just start with some light weights (1-3 pounds). The tubing adds a little bit of extra tension to the movements.:)
