STS Legs

I am a 55 yo male and just finished STS which was great for me:). I noticed especially in mesocycle 3 that you stressed the importance of taking enough time for rest between sets to give the muscles time to recover. However in the leg workouts in all 3 mesocycles there seemed to be little recovery time between sets which came at a cardio like pace. Is there a specific reason for this?
