A good one that is not so dancy has has all 3 fitness levels, is Kathy Smith's Step Workout, Great Buns and thighs step workout, and her Power step workout.
Also Kari Anderson has some awesome step workouts, they are a bit dancy but she goes really slow until you catch on then slowly speeds up, I've never really have heard of anyone having problems catching on to her workouts.
And if your lucky enough to get a hold of Cathe's old videos, The Home Step workout or Firm & Fit, those are really great not so dancy but very entergetic class, that likes to make a lot of noise. So if your not into that first thing in the morning beware, but they are good tapes.
I'd actually try to get Kathy's Step Workout, as it has 3 levels or you can do all 3 together and make it one tough step workout, and then it has upper, lower, and abs at the end. Her great buns and thighs has mainly lower body workout at the end, and power step has some advance moves, they aren't too difficult following where to step, but if you haven't steped before it might be more of a challenge then if you've done it for a while.
If you can find Kari's BenchWorks that is a great workout, 2 the Max is awesome but it is more dancy, but it's a killer workout, Sweat express is a great advance step video and Fitness Formula is intermediate but a very tough ab section at the end.

Kathy is probably the cheapest and easiest to find, and she has a step index at the end so she teaches you all the basic steps that she does, and then she just adds some travel or movement. The only thing actualy a bit dancy is the warm up. All the rest is basic steps on the step, that are listed in the index, with different hand variations or holds, or repeating. If you get the Step Workout I don't think you'll be disappointed, as you do some pretty good strenth toning at the end and you can basically make it as hard as you want.
