Q about STS Legs

I'm sorry if this question has been asked. I see in the most recent blog post about Legs that you say there will be no barbell squats because people aren't able to lift a lot of weight over there head. Will we still be able to achieve good muscular strength w/ out this exercise? Also, I thought that one could use their squat rack with this series?
 
The optional squat rack routine is for meso #3 which is a “strength” cycle. Meso #1 is a muscle endurance cycle.
