Need help with waistline

Hi Cathe,

I have been exercising for the past 5 months, 4 to 5 times a week (both weights and cardio). I don't put on much weight on my thighs, legs, hips. I'm also not overweight. But my upper body(upper arm, sides below my arms, broad back, WAIST) don't seem to respond to my workouts. My waist line especially has not reduced even by 1/2 an inch. While my lower body gets narrower, my upper body seems to remain the same. Please help!!!
