I am trying to develop a rotation, I was want to tone muscle, with maybe just a little more weight loss. Should I alternate one day weights, one day cardio or is there a better way to achieve my goals?
For me, in addition to workouts, diet plays a key role. As far as workouts, I follow a BFL rotation which is similar to what you describe. I do the following:
M/W/F Cardio
T/TH/S UB/LB/UB one week; next week LB/UB/LB
