The toilet will flush just fine without power. But the problem is, it won't refill. That's because water is pumped into the house from the well by electricity. Without the power, no water can be pumped. Therefore, you have one good flush, and possibly two, if you're careful, once the power goes out. After that, you hope that 1)it's raining so you can fill a bucket with rain water whenver you need to go or 2) you have a creek nearby so you can fill that bucket and haul it back to the house or 3)after living a life in the country, you've finally gotten smart and have large quantities of water stored in gallon milk jugs under every sink in the house.
