I'm confused

I am one of those people who gain weight all over. I posted in the past about getting lean and tone. Some people suggested MIS and then I read a post where someone suggested Low max for someone else. I do not understand when people say"Go light on the lower body or else you won't trim down". I'm confused. Do I get MIS and basically just lift the weight of my legs? Even w/ a lot of fat on my legs it doesn't take me very long to be able to use 8#ers. Doesn't sound like much, but to me it is a lot.
