Everybody is different, you just have to figure out what your "body type" is and what works for you. I tend to gain muscle on my bottom half very quickly & easily so doing high step/step for me tends to build my thigh muscles too much if I do them too often... that being said I do use my step & high step, like in Drill Max, B&G, etc... but I try to avoid too many full w/o that use the high step/step the whole time and have to mix up w/o like DM & B&G w/ lots of kickboxing and w/o like the Slim Series from beachbody to keep me from gaining too much muscle...
Sorry if that was confusing-basically you just need to do trial & error until you see how your body repsonds to certain things- that is how I figured out the high step is REALLY bad for me to do all the time, when I first got my high step I did it quite a bit and my thighs grew-granted it was all muscule & not fat but that wasn't the look I was going for! x(
