Do you think that you get just as good of a workout if you work out for short periods of time a few times a day?

I know that David Kirsch and others say that if you do three seperate 10 minute workouts that is still good, but do you think that you can still make strength gains or increase muscle endurance if you say, do shoulder work for 15 minutes in the morning and then do arms for 15 minutes in the evening? Or do you think that it is better to do it all at once?
