Do muscles jiggle?

Lately I have been reading in articles, etc., that there is not such thing as "toning", that muscles either grow, shrink, or stay the same. While I personally do not like the term "toning", I used to think that an enlarged muscle -from hypertrophy- doesn't necessarily has to be hard (tight). (That is why bodybuilders flex. Muscles look soft when relaxed.) I used to think -or still think- that certain ways of stimulating the muscles would HARDEN (tighten) the muscles while not necessarily making them bigger (like endurance work). Wouldn't that be "toning"? What do you think -or know?
 
I'm one who thinks the terms "toning" and "supple" are trash term set out by the "exercise mags" usually to entice people to buy something. That being said, I think what they mean by "tone" is when muscles are visible, whether they are small or large. This means(once again IMO), that a person has little or no body fat covering the said muscle. I'm not sure about the hardening of the muscles though. As we flex our muscles in a concentric(shortening)motion, the muscles gets shorter and tends to stick out more. I think it's like squeezing a water balloon(muscles are made up of mostly water anyway), the more you squeeze, the tighter it gets. And yes, I think muscles will jiggle because they are made of lots of water, so some jiggle is good.

When bodybuilders are getting ready to pose, they jiggle their muscles around before flexing them (triceps, quads can jiggle a lot when not tensed).

I think that some workout modalities (like Freestyle) encourage muscle strength without growth. So the muscle gets denser and stronger, but not appreciably larger.
