Can you really inc. muscle size doing once a week?

I've heard after 72 hours we begin to lose our cardio gains. Can anyone validate or invalidate this? If it is true, then wouldn't that also apply to our muscle gains as well? If that's so, then how can I ever increase my muscle size by only strength training one body part per week?
Anyone have thoughts/ideas?
 
I can't validate the cardio question.

As for increasing muscle size I'd have to go with YES! It is very hard for me to put on muscle. I noticed an increase with the S&H series and for some reason CTX. CTX is more endurance oriented, but for some reason it worked for me.

I now do abbreviated lifting (only 3-4 lifts for upper body, 1-2 for lower). I do this twice a week and have noticed more increase. Don't think my arms look anything like Cathe's though. Bodyfat must be low for that.

Cathe also stated in an answer to a question I posted once, that our bodies will go through "growth spurts" in regards to muscle gains. I've also been lifting for about 4 years now, and I think time also helps.
