Best Overall Rotation

I know this question has probably been asked before, but what is best for strength training? Working one body part for 30-45 minutes once per week (alternating days with cardio) or doing an all body workout for 30-45 minutes three days per week (alternating with cardio days), or possibly cardio and weights for 30-45 minutes every day?

Bumping to add additional information. I should have asked if I should work my upper body one day and lower body on another day.

I also need to lose about 45 pounds.

Any advice?
