benching(shoulder issues)

I noticed that when you bench press(incline/fly)that you put your elbows to the level of the bench. Is this so there is less stress on the shoulder and does it still involve max. chest muscle involvement? I have shoulder problems and always thought you had to take the weights down to your chest to get the max. chest muscle involvement. Is this a false assumption?
