What's effective for loosing inches from lower body?

I know everyone is different as to where their weight/fat comes off of when they diet and exercise. For me it is mostly all over, but my DD who is in her early 20's has recently started exercising and eating better and is loosing weight. Her problem is that it is all coming off the upper body. She has lost 2 inches off her waist, but nothing off her hips. Does anyone have any suggestions as to what worked for them to slim the hips and thighs?

For me recently, it has been my diet. In the past I've had success with doing cardio each day and working my legs out 4-5 days per week using lighter weights.
 
There's actually an exercise program for this specific problem--it's called Freestyle. I'm not very familiar w/it (I have the opposite problem--can't keep weight ON my rear) but I believe Carole (McMain) has followed it & has clearly been very successful--she looks amazing.
 
If I were to collect weight it would be in my hips and thighs. I too lose upper body weight first! I would recommend running and cycling/spinning. Whenever I look at pictures of athletes I can always pick out the runners and the cyclists because of their legs. They don't tend to carry extra weight in the thigh/hip region. She should definitely lift weights for her lower body - but more endurance based workouts would be best (lighter weights and higher reps). I would also recommend lifting heavier for the upper body to challenge the muscles up top to grow. I do this for myself and it really does work.:)
 
Slim Series (www.beachbody.com) is similar to Freestyle, in that the rotation works the lower body with light or no weights most days of the week to work endurance, and tone the muscles without addiing bulk. The way the suggested rotation is set up works the upper body too frequently, IMO, and can lead to elbow and shoulder problems, but it can be modified to reduce the number of upper body days while still working the lower body.

You can also take some of Cathe's lower body workouts (Leaner Legs, Legs and Glutes, Butts and Guts) and use very light weights (or even no weights) and work the lower body most days of the week to make a Freestyle-like rotation.

As Laura said, Carole is our resident Freestyle expert, so I'm sure she can give you some good advice.

Also feel free to email me if you have any questions, and as Kathryn said you can use some of Cathes for Freestyle. In fact if you just lower the weight amount by about 30% of what you normally do you could use about any Cathe leg workout. Basically, Freestyle is working your legs with lighter weight and more reps 4-6 times a week so it can be time consuming...HTH...:)
