stevia:liquid or powder?

It depends on what you prefer as a "carrier." Stevia straight is very, very, very, very sweet, so it must be diliuted in something. For liquid, it's usually either alcohol or glycerin. For the powder, it's some filler (can't recall). I've found it's easier to get a small enough amount with the liquid than with some of the powders.

For addiing to tea or water, I prefer a liquid.
I also use a powder called "Stevia Plus" (by Sweetleaf) that is diluted in inulin fiber.
 
I buy mine at a health food store. If a grocery store has it, it may be in the vitamin section, because the FDA doesn't allow it to be sold as a sweetener (lots of pressure from the sugar and artificial sweetener lobbies to keep it out), just as a "supplement".

You could also do a web search for "stevia sale" to see if you can find it on sale somewhere. "Now" brand seems to have the best prices.
 
You can buy it Traders Joes, Whole Foods, MOM, they have a concentrated version that is granulated, you need to use very little because it is 300 times sweeter than sugar.

That would probably be the green powder, which is just powdered stevia. The white powder, which is stevia extract in a carrier, doesn't have the same effect.
