Should your Carb intakebe less than your protein intake?

On another thread we talked about carb counts, but here's another question: Should your Carb intakebe less than your protein intake on a given day? I feel like I've heard this somewhere but I can't place it.

Please weigh in! Thanks :)

I go by the ADA (American Dietetic/Dietary? Association) guidelines rather than by some fad diet rules:

15-20% protein (10-12% for less active)
55-60% carbohydrates (from whole food sources, avoiding processed carbs: "carbs" include grains, fruits and vegetables)
20-25% fat
