This has worked wonders for me with scratched DVDs. I learned this from Youtube. Trying rubbing a small amount of Canola oil starting from the center and rubbing straight out to the edges (not in a circular motion). Let it stay for a few minutes and then wipe off with a cloth material that does not leave residue (eye glass wiper, etc).
Some have also suggested toothpaste. I tried it once and it worked but I prefer canola oil.
Windex only works for me with smudged DVDs. Also make sure that you clean the lens of your DVD player regularly. Many DVD players with clean lenses can play DVDs that are not severely scratched.
I have also used Skip Doctor that I purchased from Best Buy.
