Rotation to balance Body type

Hi Cathe or anyone willing,
I need a rotation/suggestions to get rid of lots of torso and abdominal fat and to get leaner arms. The arm fat is coming off steadily but I want lean tight arms. The lowerbody is where I want it now and don't want to get any more muscle in my quads or calves. Although glute donations are more than welcome! My calves are beginning to scare me. I don't want to lose anymore hips since I didn't have much to begin with. I just want to lose it all from the top. Is this possible?
 
I share your predicament. What I experienced was I lost weight in the torso overall by cleaner eating(more veggies, cutting out sugar). And even though my arms are tight and lean, I still have extra fat on the arms and abs. That's where I genetically carry my fat. To get lean tight arms I lifted for biceps and triceps 3 times a week(once during each of my 2 total body days, and once on a day in between(leaving a rest day between total body and the 3rd lift). This 3rd lift only took me 15 minuts(combined) and I did it at my own pace and varied the reps and speed as opposed to following a tape. I lifted as heavy as I could with good form. I did traditional moves for biceps and kickbacks for triceps. Hope that helps some.
 
My arms seem to be responding well to PUB and ME/PH combined in one week. Maybe because I can't lift heavy with these series? Shrug. But I will try to fit in a third arm day to see what happens. But the Trunkal obesity I hate! I can grab fat from my back...isn't that awful? Must try more cardio I guess.:-(
 
I would LOVE some help with a rotation or ideas on techinque or something to help with this issue. It's my problem area I wanna lean out my upper body.

I eat extremely clean already, I don't think it could get any cleaner LOL, and I mean that soooooooo it's gotta be an exercise solution.

Any help from Cathe would be soooo greatly appreciated.
