I'm re-doing my back porch & need some advice!

OK, here's the deal. I have a concrete back porch with four steps, & wrought iron (at least I think it's wrought iron) railings.

The schmuck who owned the place before me didn't paint the railings w/rust-proof paint, so, well, they're rusty. I picked up some rustoleum & steel wool, but I'm wondering if there's any other way to get rust off without steel wool? I don't mind the work, but the sound of metal scraping against metal sends chills down my spine. Similar to the sound of nails on a chalkboard.

Also, the concrete steps have a crack running down them, & naturally the schmuck did not use concrete-specific paint so it's faded & icky looking. I thought I'd have to hire a professional to patch the crack, but I found this stuff at HD last night that's similar to a caulk container--it's a larger bottle but has a similar applicator, so it looks like an amateur such as myself might actually be able to do it on my own. Has anyone used this stuff before? Any advice on how to use it? I'm pretty sure it's something that has to be done right the first time.

Then I'll repaint the staircase w/the right stupid paint! LOL!

I've used Naval (Navel - not sure how to spell it) Jelly on rust before, it works great. You apply it, let it sit for a few minutes and then wipe it off. It's pink if I remember correctly, and is made for the rust on car bumpers. Not sure it would work on your rails, though, but you might look into it.

The best way is to take a drill and get a wire brush attachment for it and wire brush off the paint and the rust
