circuit blast question

do you guys consider this workout cardio? how do you incorporate it with STS? Since it has weight training in it, I don't want to overtrain by doing it after a strength workout but I'm not sure where it should be placed.
 
I actually added it in after one of my upper body STS workouts. Since you use such light weights, I didn't really feel fatigued to the point of exhaustion.
