Just to add more input, I also heard cellulite is definatley fat, but the fibers shorten or change, and the bummer is, men don't have this problem.
Apparently exercise is an important factor but most of all diet as well, and dring plenty of water. I just read an article on this, and creams don't work.

I too have cellulite but am in my ideal weight range. Dr. Andrew Weil's site explains cellulite in terms of elasticity of skin etc...He claims that fat is only part of the picture, genetics also play a role.
