Some things, like oats (WHOLE oats) don't show much growth when they sprout. If they do get to the point where they are showing much of an actual sprout, that's too far along. There should, however, be a wee small beginning of something (does the sproutpeople website show pictures you could compare it to?).
As for eating them uncooked: you could steam them or lightly cook them (for much less time than you would if they were raw) if you have any doubt as to their digestibility. This will reduce some of the nutrients, but since sprouting/germinating increases the nutrients in foods so much, it will still be better than cooked unsprouted oats.
