What does the 1.5's mean after the seated concentration curls mean?
1.5 means you do one full rep and one partial (halfway up) rep

What are standing quarter curls?
Standing bicep curls using only partial reps

What are Standing barbell front press 21's? What does the 21 stand for?
21 stands for the number of reps. You perform 7 full reps, 7 partial reps top down to midline, and 7 partial reps bottom up to midline.

What's a low plane lunge?
A lunge where you stay very low and slightly pulse up & down.

Judi gave you a good explanation for those exercises. I just wanted to add that you can not do a 1RM test for exercises that are like this. The 1RM test is for just straight forward lifting reps, not 21s or partial rep exercises like these. You just have to estimate what you think you can do.
