Can anyone tell me why my neckand arm is always sore after walking on treadmill what are the tips for keeping relaxed but working hard enough?

Are you holding onto the hand rail? Doing so can tighten up all your arm and neck muscles.
Also, your lower body, including your abs will get a better challenge if you do not hold on.

You might want to get checked out by a cardiologist or your general practitioner as soon as possiblew. They could do a treadmill stress test and other things just to rule out anything with your vascular or cardiovascular system. It could be referred pain.

My guess about referred pain is that she means if your cardiovascular system is having a hard time sometimes you will feel pain in your extremities.
