problem with step

I've noticed my step has "bubbles" on it. It's not usually a problem but occasionally I will trip over a bubble while doing a workout. I'm not sure how to fix it or why it has happened. I do have the original step. Has this happened to anyone else? (I would guess it's is about 3-5 years old.) I'm wondering if it could be caused from the heat here in Texas. (We leave our A/C off during the day while we're at work so I'm sure our house gets pretty heated.)

Laura - if it's what I think you mean, you can take an Exacto knife and make an x-shaped slice through the bubble, then use a contact cement to stick the rubber down again so it's flat. It could be caused by lots of things.
