Muscle Weakness or Strength??

I have a question about when doing upper body exercises that work both sides the same (for example, bicep curls or external delt rotations with bands)..
When doing these and one arm burns (or exhausts) and the other doesn't..
Is the arm that's burning WEAKER and therefore struggling more with the weight? Or is the arm that's burning STRONGER and absorbing more of the weight for the weaker arm?
I feel this a lot and when I cross out the option that maybe I am not using proper form, I think that I should be doing a few reps for the weaker side.. (but Im not sure which one it may be :)
 
I would assume the burning arm would be the weaker one (and having a harder time with the weights).

I'm not sure if you mean "a few extra" or "only a few". The first can help bring the weaker side up to the same level as the stronger side (though doing the same reps for both will do the same thing). The latter is not a good idea (so I'm sure it's not what you meant;-) )

Another possibility, since you mention 'burning,'is that one arm has a tendency to get inflammation more than the other (because of previous injury or a constitutional weakness or overuse.) In that case, it COULD be the stronger side that's burning (ie: right side if you are right-handed), because of overuse: daily activities + exercise).
