There may or may not a rotation like this, but I can say that the LIS rotation has had a lot of people telling me that it's really helped them to lean out there lower body.
I do like the idea of a "lean and toned legs and tri" - and before anyone corrects me, yes, I *know* that there is no such thing as a "toned" muscle but it's a nice, pretty word and it conjurs up images of pretty legs. and pretty legs motivate me to work out thorugh abcessed teeth and so on and so forth! so there. hehe.
