Setting Goals in the Body Log?

I was entering in my measurments and noticed that I can also post goals for those, but how do you know what to put for a goal? For example, my bicep is currently 11.5 inches, at this point the muscle has quite a bit of fat surrounding it (though I did go down one inch since last month :D yay!) Is it just a guessing game until one has a healthy body fat%?
