"Legs Getting Smaller"

I've been reading alot of Squeeze, Fluidity, etc reviews and many people are seeing results ie. "smaller legs" by moving away from heavy weight work for lower body. My question....does "smaller" equate with less flab or just a decrease in your measurement due to loss of muscle hypertrophy?? I'd love to have smaller thighs so that my jeans would fit better, but I want to have less flabby thighs, not just smaller thighs, so that my thighs look better in shorts.

When I first started working out in Jan of 07, I did mainly step. I lost over 8 pounds. I could hardly see a difference in my legs and rear. I'll just share my experience with barre workouts (Fluidity, The Bar Method) and P90X (Legs&Back, PlyoX) which has non-heavy weights for lower body. When I added barre workouts for about a month, I noticed the my rear was lifting. I didn't bulk up or notice alot of change in my legs. Although, I did notice a little less cellulite. My legs didn't drop any in terms of inches. I stopped doing barre workouts when I started the X. I'm about to start my 3rd phase of the X, and my lower quads have gotten defined. There's lower in the middle quad definition when I flex my legs that I didn't even know existed in the human body! My legs haven't bulked out with the X lower body workouts and I lost a half inch off the thighs already! It has to be bodyfat since my weight has remained within it's normal fluctuating limits. Anyhow, I'm thinking of adding some lower body bar workouts in three times a week since my rear has slid back down to it's pre-barre days.
